Who is the contact person for fiber installation matters for end users?

I lived in an appartment that VVE has approved the installation. In the past year, I received 2 letters about making an appointment for fiber installation. Everytime I tried to call and email according to the letters, but the contractor never answered my calling or replied to me (to be specific, once they replied to me and we agreed on an appointment, but nobody showed up at all).

Several weeks ago, the VVE of my building says the installation are done for most of the residents, the others are not connected because they don’t make an appointment. I am angry as I tried a lot of times to make an appointment but I am still ignored. I then contact ODF, ODF then contact the 1st contractor, then 1st contractor contact 2nd (sub)contractor, and so on. As so many (sub)contractors are involved, I am exhausted and cannot put the progress ahead even in the slightest.

Therefore I would like to know in this case, who is the contact person for me? Is it Odido, ODF or the final subcontractor?

ODF is the owner of the glasfiber network. Odido just rents a connection on the network of grid operators.

ODF will not perform the civil works themselves bit hire several subcontractors for the digging and installation of the Fiber Termination Points towards the homes.

Hi Eric, thank you for your quick answer. Then my question is, who countersign the fiber installation contract with ODF as Party A? Is it Odido, or VVE, or the government?

Not sure what you mean here.. ODF is the owner of the glasfiber network. It rents it's services to internet providers like Odido. To get the glasfiber network installed in houses, they hire contractors who make plans for this work. These plans needs permits from the goverment to open the streets and in a complex with a VVE, there is a need for an aggrement with the VVE to do the work inside the complex.

So you see, this is complex stuff. But if some did get the connection and other not, than ODF as owner of the glasfiber network, who orders and pay the contrators to work in the building should get them back there. 

For Odido, it is only possible to create an order to ODF that it wants to lease one line to you. When ODF is ready for that service, it will inform Odido back so they can send a router and an internet engineer.

Hi Eric, thanks it’s much clear now, and I fully agree with that “f some did get the connection and other not, than ODF as owner of the glasfiber network, who orders and pay the contrators to work in the building should get them back there. ” But does that also mean, ODF can say “well, only 80 out of the 100 residents connect to the fiber network, so I will pay you only 80x euro rather than 100x euro”. And contractor says ”okay!” Then everything is done for both of them, and the 20 residents including me can never connect to the fiber network, even if we want to pay ourselves for the installation?

Well, as ODF has no legal obligation to connect anybody, it is indeed possible that once the installation crew is “done” they move to the next job and leave the rest. But imagine, ODF his businesscase is renting out lines to internet providers. If they do not connect you, they earn no money. So it is not logical that this happens. But maybe they only had a certain time period with this contractor, or there were appartments which were more difficult/expensive to reach. I don't know. Only ODF can contact a subcontractor to finish the connections to their glasfiber network.
