If you have an unpaid invoice or a betalingsregeling than you'll have a barring for use outside NL.

Hello @toucan Welcome to our Community, I am happy to help you! I took a look at your account right away and I saw a block for Roaming on your number. I removed this block for you right away. Just give the system half an hour and then restart your device. Then it should work!
