Hi, I found recently that following ip addresses are reachable via icmp but when you try to established tcp connection - no response:

95.181.181.106, 95.181.181.213 (actually i have many others which are also not reachable)

ping 95.181.181.106
PING 95.181.181.106 (95.181.181.106): 56 data bytes
64 bytes from 95.181.181.106: icmp_seq=0 ttl=57 time=50.632 ms
64 bytes from 95.181.181.106: icmp_seq=1 ttl=57 time=50.195 ms

telnet 95.181.181.106 443
Trying 95.181.181.106…

Via vpn or odido mobile tcp connections work fine, all problematic websites are working

Can someone check if these ip addresses are reachable from other odido ip/subnet?

Can you access https://fitstars.ru/ ? Direct access to that IP address might simply be blocked. Fitstars is one of the websites hosted on that server. So if you can reach that, the IP is not blocked.

You can also check which sites that server has:

https://platform.censys.io/hosts/95.181.181.106

P.S. Many servers block direct ICMP requests. That doesn't necessarily mean they are completely inaccessible. And direct access to ip on port 443 is simply blocked. You can only access 443 via the hostnames on that ip.

These are Russian websites, though, so they may be on a blocklist.

Yes, that is ip address of fitstars.ru and it's not working for me

ping is OK, icmp passing

but tcp connection is not establishing, i sent SYN, but i didn’t get SYN-ACK

so packets are dropped/blocked somewhere and I want to find where exactly, most probably it is blocked in russia. wondering if it’s only my ip or whole subnet

Could you please test “telnet 95.181.181.106 443” from your odido ip and let me know if you get

Connected to 95.181.181.106.
Escape character is '^]'.

if yes, if your ip in 94.157.0.0 - 94.157.255.255 range?

Many thanks!

Hello @Vadim.K.

Those Russian websites are blocked on DNS level, I use the Cloudflare DNS servers so I have no problem with accessing the above website.

I'm not on Odido anymore. But from a KPN line I can reach https://fitstars.ru/ (including telnet to port 443 on ip). But I'm using my own dns server.

As waqqas suggested they could be blocked through dns from Odido (as they could be on the banned sites list).

If a different DNS server doesn't help, your IP is probably banned at server level.

No, it’s not blocked on DNS level as it is resolving(see nslookup below):

Non-authoritative answer:
Name:    fitstars.ru
Address: 95.181.181.106

I also have no problem accessing it via vpn or ODIDO mobile, so when i disable wifi on phone website works fine, problem only on odido thuis network

And you can ping the IP. So the server is reachable for you. Which almost certainly proofs a block on webserver level.

It is strange that your ping does come through. Normally they block on network level but it seems that your IP is blocked a level higher (at the webserver).

Im not very technical but if you want to give it a try, in the router interface go to the menu, netwerkinstellingen, thuisnetwerk, LAN configuratie, under DNS waarden select static DNS, enter the servers, apply and reboot you router.

In russia they use DPI to block traffic on governmental level, so my ip/subnet is blocked on L4 level, that’s why i can’t establish tcp connection and website can’t be opened, but at the same time icmp is not blocked. So i’m wondering if only my ip is blocked or some odido subnets are in block.
