How can I make a technician appointment? My internet is not working well, it's reaching 40% or 50% of the speed (even using cable).

I tried the chat but it's always showing as "Busy", I tried the phone but it's only in Dutch and I waited for 30min on queue (selecting random options on phone) and no answer as well.
